BAIBAKOV, NIKOLAI KONSTANTINOVICH (RU: Байбаков, Николай Константинович) is the Soviet statesman, the organizer of the petroleum industry of the USSR, the scientist in the field of the mining science, the Doctor of the technical sciences (1966), the Hero of the Socialist Labour (1981). He is the member of the CPSU since the 1939. He is the member of the Central Committee of the CPSU during the 1952-61 and since the 1966. He is the deputy of the Supreme Council of the USSR during the 1946-50, 1954-1962, and since the 1966.

He has graduated during the 1932 from the Azerbaijanian petroleum institute (now the Azerbaijanian institute of petroleum and chemistry named after M.Azizbekov). Since the 1937, he works at the directing job within the petroleum industry; since the 1940, he was the deputy of the people's commissar; since the 1944, he was the people's commissar of the petroleum industry of the USSR. He was the minister of the petroleum industry of the southern and western regions of the USSR (1946-48), the minister of the petroleum industry of the USSR (1948-55). He was the chairman of the Governmental commission of the Council of the Ministers of the USSR for the prospective planning of the national economy (1955-57). He was the chairman of the Governmental planning committee of the Russian Federation, the first deputy of the chairman of the Council of the Ministers of the Russian Federation (1957-58). He was the chairman of the Krasnodar and North Caucasus councils for the national economy (1958-63). He was the chairman of the Governmental committee for the chemistry at the Governmental planning committee of the USSR, and the Minister of the USSR (1963-64). He was the chairman of the Governmental committee for the petroleum industry at the Governmental planning committee of the USSR, and the Minister of the USSR (1964-65). He was the deputy of the chairman of the Council of the Ministers of the USSR, the chairman of the Governmental planning committee of the USSR (since the 1965).

He has brought the great contribution into the creation of the largest petroleum and gas extracting regions of the country: the Volga-Urals (1938-48) and the Western Siberia (1963-80). He has proposed the method for the electrical simulation of the processes for the development of the group of the gas (gas condensate) fields, which are confined to the unified reservoir system; he has generalized the experience for the usage of the high-pressure system for the gathering of gas with the low-temperature separation (1965). The works in the field of the terminology, and methods for the intensification of the extraction of petroleum. He has been awarded with the Lenin prize (1963) for the comprehensive solution of the problem about the drilling and operation of the gas and gas condensate fields.
