Attestation commission within the USSR

ATTESTATION COMMISSION WITHIN THE USSR (EN: certifying board commision; DE: Attestkommission; FR: commission de qualification; ES: comision calificadora; RU: аттестационная комиссия) performs the evaluation of the activities of the white-collar workers, and of their compliance with the occupied job position.

The attestation commission periodically conducts the attestation of the directing, engineering-technical workers, and other specialists of the enterprises and organizations of the industry, construction, agriculture, transport and communications, and also of the workers of the scientific institutions and equal organizations (scientific-researching, projecting, projecting-designing, technological organizations, and scientific-researching sub-divisions of the higher educational institutions). The list of the job positions, for which attestation is conducted, is determined according to their subordination by the ministries, departments of the USSR and by the Councils of Ministers of the Union republics, by the Academy of Sciences of the USSR and the Academies of Sciences of the Union republics, according to the agreement with the trade union organizations.

The attestation commission may provide the recommendations on the promotion of the certain conscientious workers at their job positions, or on the other incentives for the progress, which has been achieved by them, on the transfer to another job, on the dismissal from the occupied job position, and for the necessary cases, the recommendations on the improvement of the activity of the workers, who are being attested, on the improvement of their business skills, and others. The labour disputes on the issues of the dismissal and reinstatement onto the job position of the workers, which have been recognized according to the results of the attestation as not compliant with the requirements of the occupied job position, are considered in accordance with the active legislation on the procedure for the consideration of the labour disputes.
